Challenge Overview

Topcoder has a client with an interesting data quality problem. They have a set of latitude and longitude coordinates for various locations and a set of addresses that has been translated from a foreign language into English.  Not uncommonly, the coordinates and the addresses don't match up.   Precise locations are important to help anticipate certain issues and prevent disruptions to our client's supply chain and they have a large number of locations that they need to identify so manual efforts (like emails, phone calls and in-person visits) are time-consuming and run into language barriers.   Google Maps geolocation capabilities are quite accurate for United States, Japan and Europe.  But locations in Southeast Asia or China can be much more difficult to identify.

In this challenge, please submit a your ideas for how this address validation process might be automated and problem latitude and longitude coordinates could be flagged.  There are a number of competiting mapping technologies available now.  How could these be leveraged?  Could navigation technology be used to derive coordinates - going from known to unknown points?  There are certain places in every country such as airports and seaports that are well-known.

Submissions will be judged subjectively based on feasibility and attention to detail.
Sample queries, REST responses, images, diagrams are strongly encouraged.  
We're hoping to receive high-level design documents which we could use as the basis for implementation.
