Challenge Overview
Currently we have a page to list project contest fees for ALL billing accounts (no matter if it has contest fees set up or not, no matter if the account is active or not ) in Cockpit, you'll find this page in Settings tab, then select the dropdown list option "Contest Fee". We'll change it to display active billing accounts which have contest fees set up only.
We also need to add a page for creating new contest fees for a given billing account which does not have contest fees set up yet.
