Challenge Overview
The Territory Optimization Program (TOP) is an IBM application which enables sales managers to manage the optimization and assignment of territories to sellers (sales resources).
Sales managers are provided now with clear information and suggestions based on a set of guiding principles which are designed to optimize coverage of the opportunity in a territory and better position IBM for growth.
TOP provides the visibility needed to know who is covering which clients, to be able to analyze the coverage versus the opportunity and to ensure sales territories are balanced in terms of workload and market opportunity. The presents the users with the customer account hierarchy, so they can effectively manage the territories.
A territory is a set of customers assigned to a sales representative (seller). As there are millions of customer numbers, it's not productive to specify territories using customer numbers. Instead, the client IDs or related hierarchy, coverage ID/type, industry, etc are used to express territories using groups of customer numbers. The main building block of a territory in TOP is the MAP account, which is the combination of a Client ID and a Coverage value.
Currently there are two applications managing territories:
The first one is the Top application which provides analysis and optimization of territories using scorecards. The TOP application has limited reach into the sales community. Top manages territories on startup only and provides no maintenance of territories functions during the 6 month incentive cycle.
The second application used currently is the FRS application which manages territories using a compliance-based approach (i.e. it verifies if the territory is valid and approved). FRS covers all sellers. Without a territory in FRS, the seller will not be paid. The biggest problem of the FRS application is the user interface which needs significant improvement. This part of the application exists but is not available for TopCoder members for update, so its update is postponed.

Final Submission Guidelines
This development specification describes a component piece of the IBM Territory Optimization (TOP) project. The TOP Project consists of a Web user interface connected to a backend DB2 9.7 database.
This specification will cover a User Interface level component and therefore may require access to backend database objects (ie. Services Layer). The Services Layer specification for this UI component will be provided in this specification where applicable.
This specification also includes a wireframe created by the TopCoder team earlier on the project. The wireframe can be used for input to the development and a part of this specification.
