Welcome to “PSBN Web Based Multiplayer Game Idea Generation” Contest. Our clients want  to create a game that will be used by police and firefighters around the world to gather information about how they utilize emergency communications channels in disaster situations.

Another purpose of this game is to test various emergency communication network configurations in emergency scenarios to determine their effectiveness. In this contest, we need your ideas to describe the game play that accomodate all these purpose. Your ideas can be presented in any way you want as long as the idea proposition is clear.

Primary Goal & Design Considerations

In this contest we are looking for ideas about the game story, scenarios, interaction, and game configuration setup (rankings , player roles, etc) needed for the game.

The goals that we want to achieve from this game is to see how each player utilizes emergency communication channels in disaster situations. We want to test various emergency communication network configurations against disasters that damage or stress the system.

The purpose of the game is to model the PSBN, details of which can be found at http://connectingfirstresponders.com/ from the user perspective. We want to use the game to crowdsource requirements from police and firefighters, and be able to develop use cases that reflect real scenarios from a wide variety of network users.  

Requirements
The rules/fact for this games can be found below :

1. This game will be hosted in a cloud.  It is similar to a Facebook game and it must be web based. 

2. This game will be created as multiplayer game with tens of thousands of simultaneous players, each player will have a configurabole role.  So the games play must emphasized work coordination between each player to achieves the games goals.

3. This game must provide some communicaiton network simulation. This is the most important thing in the game because we want to gather information on communications elements within the game, such as communications functions, frequency that functions are used, between which players, what data is communicated, all in scenario formats. 4. In future versions of this game, we should be able to initiate scenarios with a game AI and some general level/map creation by some game designers, but this approach is out of scope  for this contest right now.  Feel free to discuss your vision for the future of the game in your submissions, but it is not a requirement.

The output of the idea contest should be :

1. Games Roles, what kind of game type that fits for this game? is it  first person types (call of duty)? Or RPG (ragnarok)? what about  text based (mouse hunt) games type? strategy games (Bos wars)? etc?

2. Games Scenario, 2 (two) kinds of user threads needs to be proposed, they are: 

- General thread for starting the games (emergency or disaster scenario that needs firefighter and police helps)
- Game play thread (maybe games level or any other idea??), there will be more unexpected situation cames up that makes the player needs to change the way they act and communicate each other to achieve the games goals within the current emergency scenario.:

3. Game Play, consist of two scenario version :

- Firefighter action scenario that must relate to overall game scenario AND

- Police action scenario that must relate to overall game scenario.

4. Games Settings, how to measure player score and ranked them using the proposed game, what variables can be define for changing difficulties in the game, etc.

One example for competitor (DO NOT COPY THIS IDEA) :

This games will be create as simulation games where player can create their own disaster scenario and ask other player to join the scenario (similar like warcraft/starcraft arena).This player will act as room master/scenario master (the one who create the scenario). Before the games begin, the room master/scenario master must configure several games setup, here is the games setup for this games :

1.    The room master must creates a character and assigns a role for a firefighter commander in the game.
2.    The firefighter commander will lead and in charge to inquires or is pushed the status and location, transit times and capabilities of responder units in the vicinity of the fire.
3.    The game goals is to extinguished the fire and to save at least 50 victims in the area.
4.    Other player that registered them selves in this room will play the roles as fire fighters members and police that are in and around the fire (20 player maximum).
5.    Each player will be provided with a communication device which is hand held that using single network utilized 4G connection so they will be able to communicate in the game with voice, video and data between each other in coverage area where tower communnications exist.
6.    The types of communication, network response times, and features, such as log ins, security, capacity and coverage are measured in the games.
7.    The frequency and characteristics of the features used on the network are captured and associated with the roles assumed by the players for future analysis.  

After the games setup being prepared, the room master/scenario master will create the game play where unexpected case added to makes the task for saving citizens and extinguished the fires becomes more difficult, the game play will be :

a.    General Scenario :
The room master /scenario master alerts all registered players that a large thunderstorm begins to form over in the city of their home town.  

b.    Games Play :
- A lightning from thunderstorm strike quickly in the gas station starts a huge fire at the business center area, just north of the town (map was choosen like in Age of Empire).
- There are four different routes to go into the fire location. Four teams of firefighter and police were arranged to handle this situations. Each team consist of 4 firefighter and 1 police. each team will use different routes to go to the locations to extenguished the fire and save citizens around the location (total 150 citizens trapped).
- Unfortunately, due thunderstorm, power is lost in one of the routes  which makes all traffic light down in that areas and creates traffic jammed. This events resulting one team gets stuck in traffic and delayed their ETA in location. They must contact other team members about this condition and find another available routes to go to the fire location.
- Another unexpected case is Cell phone towers for 4G connection are dropped at various locations in the city which makes the teams which goes to these location will be unreachable by communication devices.
-    ...and so on

This example of course still far away from a complete games scenarios. We would like to see your creative idea about the games and what 4G network configuration can be use in your games proposal. From that example scenarios, you will see that by general we already stated some of our purpose, like communication channels, the configuration setup, unexpected disaster scenario, games type, games roles, etc.

Note : For communication channel selection, Please use 4G connection. We are aware that competitor in this contest might not familiar with the 4G communication technology used by firefighter or police, so we encouraged you to start doing some research for this and discuss it with us in forums. some factors that can become variables which affect 4G network performance can be found from here.
