1. Project Overview
The aim of this project is to develop a software module for reducing the frame rate of a live video stream coming from a CCTV IP camera. We need to reduce the frame rate of live video streams from the CCTV IP camera in an effective way. Not just simply decoding, removing a frame and re-encoding the stream, but rather transcoding on the fly.
We have completed some research and like the approach presented in the following two papers:

2. Competition Task Overview
The papers are not easy to understand without enough background knowledge so we expect this contest could help us simplify the papers and provide simple and clear explain about the algorithms.
There are two recommended papers and you just need to complete one of them. If you find other useful papers, please confirm it with us in contest forum.
It's recommended to include following in your submission:
- The idea behind the approach used in this paper.
- The algorithm in a clear pseudocode.
- charts if applicable to simplify the algorithm.
- Some background about the problems of frame-skipping supported by links would be very helpful.
?The target audience is Topcoder Architects. They have strong knowledge on Software Design but maybe they are not very good at math and video process.
So you need to simplify the algorithm so our architects could understand it easilly.

- Any other useful files to help us understand the papers
4. Winner Selection
The winner will be selected by Client, PM and Copilot. We won't go through standard Review process.
