The cllient has an existing admin site that manages advertisements nationally and across different markets. It needs to be updated in a number of aspects.
Competitors need to submit two separate strategies and gameplans. One for upgrading on top of the existing ASP.NET based technology and one for developing from scratches, not limited to .NET technologies, which might possibly be a complete development or developing on top of an open source CMS solution, with the choice justified.
