Quick72Hrs!! Topcoder - Remove VM Management Feature In Direct App

Direct App has a VM Management feature, which we used to manage VMs for competitors to use when working on different challenges in the past.

But this feature is no longer used, so we'd like to remove this feature completely without breaking any other feature.

The removal includes: 

1. Web pages, like 
1.1 https://www.topcoder.com/direct/dashboardVMAction.action
1.2 https://www.topcoder.com/direct/projectVMManagement.action?formData.projectId=9512
1.3 https://www.topcoder.com/direct/contest/contestVMInstances.action?projectId=30063494
2. Static files used only in the above pages, like css files, javascript files
3. Backend Services used to ajax calls.
4. Jars that is used only by this feature.
5. Confgurations related to this feature.
6. Any other related, if you unsure about it, please raise in challenge forum.
7. Please use the dev branch to start working on

About Local Setup
